The Men’s and Women’s Track and Field Committee has decided not to pursue a pole vault rules change that would have allowed for a successful vault even if the pole were to displace the bar after it was disassociated with the competitor. The change would have separated intercollegiate pole vault from the rest of the world.

“It is our job to make rules that are in the best interests of our student-athletes, regardless of what the world is doing,â€Â

One PV rule change is going foward. A rule now states that a vaulter can use tape on the pole but no longer limits the vaulter to "two uniform layers". So you should be able to tape the pole anyway you like... top to bottom to get ridges, reversed, etc.

Now the only problem is that you have to get any teammates you share a pole with to agree on how it should be taped! :)
